Knowit continues as a long-term partner to the Digital and Population Data Services Agency in Finland
Knowit has been selected by the Digital and Population Data Services Agency (DVV) for a new framework agreement covering two key service areas. The new contract period spans five years, with a total estimated value of approximately EUR 250 million, shared with a few other partners.
Knowit submitted bids for three out of five service areas and was selected for the two largest. A procurement decision is still pending for the third area Knowit applied for.
The selected areas, their estimated values, and the number of suppliers involved are as follows:
· EUR 108 million, with six other suppliers participating – Knowit ranked 6th
· EUR 80 million, with five other suppliers – Knowit ranked 3rd
The framework agreement concerns the provision of IT expert services to support DVV’s operations. The services include the design, development, implementation, further development, maintenance, and quality and information security assurance of various information systems, applications, or similar solutions. The services may involve both fixed-scope projects and ongoing service needs.
Knowit has been a long-term partner to DVV since 2014, participating in nearly all major digital service projects. The company has been especially involved in developing Suomi.fi e-Identification and Authorisation Services, which play a critical role in digital public services across Finland. Over the past decade, dozens of Knowit experts have contributed to DVV's development initiatives. The new contract is an important continuation of a long-standing collaboration to advance digitalisation in the public sector.

The framework agreement does not include a purchase obligation, and actual assignments will be based on contracts specific to each service area. Knowit received notification of the procurement decisions on June 11, 2025, and the contracts will come into effect after the appeal period ends in accordance with Finnish procurement law.
